there is no "one" best time. it depends on your individual credit profile. for instance, if most of your creditors report at the end of the month, then you would probably not want to pull your report in the middle of the month, before they have updated (especially if you are waiting for big changes). if you are pretty stable, & aren't following specific changes, you can pull it pretty much whenever you want, because your reports & scores are probably not going to fluctuate much.

You can also sign up for a Credit Monitoring Service that will let you look at all 3 of your reports monthly, or even daily.
As for the time of year... some people like to spread them out (one bureau per every 4 months) to catch any new accounts that might have popped up unnoticed, etc.
