Our rights about information shared

Is it a legal requirement to allow a consumer to place a security freeze?  I know you can with LexisNexis, Sagesteam, and such.  What's the difference in a CRA and a consumer reporting agency?  What are consumers rights when dealing with these agencies?  What defines them as a consumer reporting agency?

FCRA 603(f)

“The term “consumer reporting agency” means any person which, for monetary fees, dues, or on a cooperative nonprofit basis, regularly engages in whole or in part in the practice of assembling or evaluating consumer credit information or other information on consumers for the purpose of furnishing consumer reports to third parties, and which uses any means or facility of interstate commerce for the purpose of preparing or furnishing consumer reports.”

Credit report freezes are not specifically provided for under the FCRA, which provides consumers the right to impose fraud alerts, but not freezes.  See FCRA 605A.

Freezes are a separate provision of state regulations or statutes, which vary by state, and/or procedures provided by the CRAs.
