My wife filed chapter 7 bankruptcy 2014, discharged Jan 2015. I understand chapter 7s will stay on credit report for 10 years. Her current score is 632, all her other history is perfect. How can she raise her FICO score?

Does she have any credit cards or installment accounts open? Open and functional accounts are necessary.
Best first step is to pull her three reports from www.annualcreditreport.com and list out what's on there - for positive accounts, include creditor, limit, balance, age, and status. For negative accounts, list original creditor, current debt owner, limit, amount owed, date of first delinquency, and current status.
