i had a lease for an apartment i got with a friend. she stopped paying for the last 4/5 months of the lease and at the time I could not afford to pay the balance. it got sent to collections and has been at least a year and a couple of months now since its been sitting in collections. I decided to log in to the website where we used to make payments for rent with the online portal and saw that they refunded about $36 at the beginning of this year because they had over charged the account. It was for the rental insurance, they kept charging after the lease was up and i guess they noticed that and refunded it this year. But the balance on my credit is $4,149 now on the online website it has dropped by $36 meaning the reported balance on my crfedit is inncorrect. What exactly can I do with this info? can i dispute and get it removed?

So you can dispute it if the balance is wrong; HOWEVER, the result is most likely going to be an update to show the correct balance. The only way removal would happen is if CA doesn't respond to dispute. It sounds like this was relatively recent and is likely still under SOL so, personally, I wouldn't draw attention to the account with a dispute and risk having the CA realize that there is >$4k they can sue you for.
Not worth the updated neg info over $36 and a score hit. As we say. Dont poke the bear. May wake them up and go legal. Let sleeping dogs lie.
Not worth it in my opinion. Super unfortunate situation though...
Based on personal experience, I would reach out to the agency and ask to negotiate for a settlement in full. Wait until you have at least 50% of the balance and ask them to delete it from your reports as a courtesy. They will send you a pay-for-deletion letter.
