Score drop due to rebuild or inaccurate reporting?

Attempt to build strong credit profile with 3 credit cards.

Of 2 cards currently reporting, Capital One failed to report the 1st month. I requested an off cycle report to include accurate reporting to include Oct. and Nov. on time payments.

I received a notification of 35 point score drop due to increased balance. I'm well aware of my statement date an am cautious to pay down to 3% utilization a few days before cycle closes.

This high balance was reported before or after I paid down the cycle can I dispute this

No reason to. You may have been hit with a high balance once they did report. Util has no memory. Just go with AZEO come next month and it will all fall into place.

When a balance is reported mid-cycle, the bank's going to report whatever the balance on your card is as of that day.
