I used a card for a $22 purchase and my score dropped 3 points. I paid the balance on this card when I received the statements and this dropped my score 11 points. Is this correct? If so why?

What does your reports look like? And where is the score from?

If you got your score from Credit Karma or Credit Sesame, it's a useless number with no guaranteed connection to reality.  Ignore those sites' scores.
