Should I send a goodwill letter?

About three or four years ago, I cosigned for my girlfriends car loan
to make a long story short the payments went into collection.  I settled with the collection agency for what they ask for thinking that that would be that.  Needless to say I was wrong.  This is showing up on my credit report as a major negative "a collection" should I send the credit agency a goodwill letter explaining the circumstances?  Basically the car was stolen  by a body shop that went out of business along with two of my cars.  I have a letter from the collection agencies stating that I have paid.  And I also have police reports.  One of the credit agencies  "at least one that I know of", allows you to incorporate a personal letter into your credit report.  Is this the same thing as a goodwill letter?  My credit right now, I believe is decent, high 600s on one low 700s on the other two.  Recently I have been working very hard paying off any outstanding loans, purchased all three credit reports.  But this one collection is really hurting me, is there anything I can do?  Thanks again, in advance to those that respond.

Send a GW letter to the CA.
 
The CRA's allow you a 100 word statement, if you care to do that. I have been told, it is mostly overlooked. I guess it would depend if someone did a manual review and actually read it.
