I can't speak to why it's showing in one report and not the other, but just because it's a state tax lien doesn't mean all hope is lost.
Some states do allow for withdrawal of the lien, not just release. If withdrawn, it would be as if it never was submitted. Check with the issuing state if you haven't already.
I have a tax lien from the state of ME that I just paid, and I confirmed when paying that the treasury will not withdraw it. My plan is to GW the state comptroller in the hope that they'll make an exception (ie, I paid this in full including interest, I recognize I should have been aware of it sooner, but I am making an effort to take care of all my obligations, etc...) It can't hurt, and it might not hurt for you, either.
