Ok so who are the 10 that don't....and why the heck don't they?

They use internal formula's.  GECRB is likely at the top of the list.  Even those that use a FICO also have internal scoring they rely on just as much if not more, Amex is a good example here.

Maybe this is far-fetched, but I liken FICO for a lot of these institutions as the equivalent of how a lot of us use "monitoring" sites.
