PayPal started an automaitc monthly Google subscription from a years old account that they kept on their charges record. I submitted an online dispute which they automatically denied within minutes. Then I called them and they reversed the charges but the old account is still in their record of charges. So I called the credit card it was charged to (FNBO), and they recommended that I get a new account number. I did that and while waiting for the new card to arrive I see a 36 point negative credit report on experian due to a lost/stolen card report. I didn't lose my card! PayPal and/or Google screwed up. Why am I paying the cost?

I'm sorry, I know it's too late to say this, but I think you should not have gotten a new account over this, and you should have disputed any incorrect information in your credit report. It's not too late to dispute any incorrect information in your credit report.

This was years ago but for the record I did read your reply. Then I did dispute the lost card report, and they did change the status which restored my score.
Had a similar situation over a charge I didn't authorize.
a magazine sub that I canceled renewed anyways.
called the ccc and they opened a fraud investigation, credited me back the charge and sent me a new card.
my ficos dropped 20 points.
after they completed their 'investigation' (about 60 days) they updated the disputed status to FCRA dispute resolved on my reports and my score bounced right back automatically.
