This is the latest development:

I filed a complaint at planetfeedback.com, Better Business Bureau and mailed following letter to Equifax to dispute the inquiry:

After closely examining my Equifax Credit Report obtained on __/__/___, I have
discovered the following errors:

Problem 1

My report displays an inquiry from (name of inquiry shown) on __/__/___ as the result of applying for credit. However, I have not applied for credit at this company. Please remove this inquiry from my report.
I would appreciate your prompt response to these issues.

I got this letter from myfico.com. This is the letter we should use for inquiry removal.

Now I will wait to hear from these people. Hopefully everything will work out, if not, I will terminate my service with TW Cable and move on.

I take a pretty dim view of folks sticking their nose into my credit file without my permission. In this case inquiring about services would not constitute a PP under even the most contorted interpretation of the law. I think you left the paragraph out of your letter that states that their action is a violation of the FCRA and that they OWE YOU CIVIL DAMAGES!
 
As for disputing inquiries: I think you have to attack the inquirer. I don't think it can be done through the CRA. The CRA has a legal obligation to report (to you) EVERY single inquiry into your credit. This is for your protection. If they did not report it how would you know that TW had looked? No secret inquiries, please! Furthermore, it would be real nice if the inquirers would recognize the difference between a hard inquiry and a soft inquiry. There is way to much hard inquiring going on that should be coded as soft.

I got a call from TWC after I reported this issue to Better Business Bureau. Lady was really nice, apologized for what happened and said she contacted EQ about removal, and about a month later inquiry was removed.

What didn't work:
-planet feedback,
-complaint over the phone to TWC,
-Inquiry removal letter to EQ,
-bitching about the issue.

what worked:
-Reporting to Better Business Bureau.
