I think that's merely step 1 in AMEX's gameplan. They have cards down in subprime territory, and they are known to be overly generous with CLIs.
For some, this means you get in the door with AMEX, and if one is now a well-behaved debtor one can advance from Delta to Blue to Clear.
For others, you get in the door, and if you keep hitting that Luv button asking for CLIs, you get hit up with an FR. If one isn't prepared for it with other CCs, one's credit future might be in the hands of AMEX. They ask for tax returns and other info because they wanna get in your bidness so they can try to sell you stuff.
Gas stations make a penny a gallon on gas. They used to make their real money doing service and repairs. Now they make it selling sodas, hotdogs, beer and lotto tickets. AMEX is no different.
