can't find link for licensing

Can anyone help me find out if Portfolio Recovery & Affil is licensed to collect in WY?  I've seen the link before, but now I can't seem to find it to check these guys.

Exemption for out-of-state collectors: Out-of-state agencies may bypass licensing if they are not [1] soliciting clients in Wyoming; or [2] collecting for Wyoming creditors.

This is also stated, though.

"If I purchase bulk debt, do I need to be licensed?  

Yes, the Wyoming Collection Agency Board has determined that if you purchase bulk debt, you will need to be licensed in the State of Wyoming.  "

I guess what I'm trying to think of what the best was to try to get them deleted would be.  I haven't seen many positives with these guys, but I paid them in 2006.  Was thinking maybe a DV would work better than a GW.
