charge off

My question is when it comes to factoring in your credit utilization on your credit cards do the CA factor in charged of accounts when adding up your total amount of available credit.
 
I am locking at my CR and it seems that the balances on two charged off accounts are added to my available credit which is affection my utilization since i am not making any payments on those accounts any Moore(2001) so instead of having 20%utilization IT appears that I have 2 accounts that are maxed out( 2,000) which is driving up my utilization.

Yes- they are affecting your utilization.

even if you pay it off, it will stay on there...they will change it from "charged off" to "charged off(paid)" that's how they did me....

No! CAs reporting anything are NOT suppose to factor in util% calculations. This is a no no!
