No. If you lock a credit file then while it is locked the report & corresponding FICO score can't be obtained.
If the dealership uses TU (which they did) then you simply would be denied for credit because a credit report couldn't be obtained.
There is no way to have a dealership/bank/lender/CC provider that uses TU use another CRA instead.
For CC you can use whogavemecredit.com to find out which CRA the provider pulls from. If you apply to a lender that uses EFX for example they will never see your TU report. You can search the forums to try and find a auto lender that uses one of your "better" scores.
Remember it is not an exact science. For national lenders they may use different CRA for different areas. For example Cap1 auto lending my pull someones EFX file for a loan in CA but pull TU for a loan in VA.
