"Joint Responsibility" baddie on EX?

I had my daughter December 2004. I was a full-time student and still covered by my father's insurance. My care was paid for but my daughter's was not (even though she was covered under the same plan later). I was unable to pay the $700 bill for her care and it is now on my credit report.
 
When I go to Experian's page, it states "Responsibility: Joint" for this account. Does this mean someone else (Father, ex-bf?) is sharing responsibility for this debt? Is there a way for me to get it off of my report?
 
I'm just starting to work on my credit and this is the only baddie on my EX.

Not applying again until August 2009, and only then with a 700+ credit score!! Wish me luck..... ugh.

This sounds like something you father will have to take up with the Ins co.
I have never heard of an ins co not adding a newborn to the policy at birth, my children were.
 
Have your father call the ins co and see if they can get this taken care of, it is possible that the chrage codes are 1 number off and the ins co doesn't recognize the code.
 
I am assuming here, that the Joint party is your father, have him check his CR to see if it is reporting for him as well.
 
There are certian laws that pertain to medical collections called HIPPA, do a search for that and it should bring you a wealth on ifnormation.
