rebuilding steps?

in my quest to improve my credit, i have paid off most of my collections and have disputed inaccurate accounts.  I am trying to dilute, my negative information by openeing positive tradelines, since i currently only have 1 open cc (hsbc), and several sl.  all of the negative info is 1 charged off first premier, lates on my sl which are currently back in forebarance, and all the rest is medical collections that i am still trying for pfd. so, i decided to try to open more positive tl, and tried for a secured boa, wells fargo, and citi.  well, i called to check on my applications, and i was declined for the boa and wells fargo.  i'm still waiting to hear back from citi, but my bank has informed me that they cashed the check, so hopefully thats a positive sign.  my question is, as far as establishing a positive history, what should my next steps be? i'm still trying for pfd with the ca on the medical accounts (i've already tried to pay the hospital, and they said i have to contact the ca).

I think I'd visit my local CU and try to open an account there, perhaps even a cc.  They are usually friendly to rebuilders.

i do belong to a cu, but they don't have secured credit cards.
