You can have anegative affect on another perosn's credit. Let's say they owe you money, atke them to small claims court and win a judjement agianst them. This automatically puts the court action on their report. It is the next worst thing to a public record.and impacts their score a lot.

This is true, although a judgment is a public record.  This just means that anyone can go look it up in the court records (unlike your credit records, which are only available to hackers).
