As MV said, opting out will not hinder the application process.
 
You may be thinking of fraud alerts and freezes.  Those will certainly hinder the application process and can even end in outright denials for "inability to verify identity."

Opting out for me resulted in a cessation of unsolicited offers of credit in the mail, but whenever I decided to apply for new credit on my own, I didn't have a problem. When an extended fraud alert got placed on my account, however, that made it very difficult for me to apply for instant credit at places like OSH and Old Navy.
