Your going to be hard pressed to find anyone to lend with a 10K unpaid repo on your reports.  That is just going to scream lien to the UW.  You can scream SOL all you want but that's not how they look at it.  Their first priority is making sure the lender gets paid and that means making sure no likely liens are out there.  Good luck.

On all 3 reports it shows a 0 balance. Should I settle it before I apply again?

I wouldn't give up on the PFD route.  Keep grinding to remove your baddies.
