Yes, the underwriter "can" deny the loan for that reason, but it's unlikely to happen.
I had one set of renters buy a house and I - their landlord for several years - never recieved a form to fill out or a phone call for rental verification. I learned later the guys had to jump through hoops to be approved for a mortgage. Things like refinance their car to a lower payment to qualify for a mortgage.

For your situation, I would write a LOE and show the history of paying rent on time. Provide it now, just in case.

Some loan programs require a Documented 2 year history of paid rent, others do not.
If you can show payment by way of canceled checks or bank statements, that and an LOE should be the work around that you need.
However, it would be nice if the landlord would cooperate.

Agreed. As a landlord myself, I always work with tenants who have been respectful. This has included letters of verification. Sorry your landlord isn't as reasonable.
