Lenders pull 1 report, then do 3bureau pull same day?

I had a lender pull one of the bureaus twice on the same day. I'm annoyed that I have been contacting them about this for weeks and no one has responded or said, "Oh, this is common practice". I was finally told that they pull one bureau to see if the applicant would qualify, and if they do, they pull all 3. I'm not an expert, but that makes NO sense...for the consumer. My only guess is that they do this bc a 3 bureau pull maybe costs more, so they do a single pull to see if they want move forward w the extra cost? If you know that you need a middle score to approve someone, why in the world wouldn't you just pull all three to begin with? And, I know that normally all pulls within x days only ding you once, but we all know that the total # of inqs still has an affect on things, which is my concern. 

 

So, how common is this practice?

 

What are my chances of getting it removed? I told them that I'm planning on not dropping the issue, and I'm not. Just wondering what a third party might say. My argument is that a consumer would only expect them to pull the report once, not twice in one day.

Its is not unheard of, in fact it is standard for some loan programs (USDA).

As I said in your other thread about trying to get mortgage HP removed, they are valid inquiries, you applied for credit, just because you don't like the outcome is not grounds for removal

I filed a CFPB complaint since the lender kept insisting that it wouldn't affect my credit--instead of just removing the double inquiry. The data furnisher agreed that they didn't have "permissible purpose" for a 2nd pull, and they had also received a request from the lender to remove the 2nd pull bc it was done in error (even though they initially claimed that this is standard practice for them). So, they converted 1 of the pulls to a soft pull.
