Months ago I opened a checking and savings account with a bank in NY. I, in good faith, transferred funds into the account prior to receiving my ATM card. Sixty days go by, no ATM card (it's an ATM only account from a major NY bank). I called, I was told a new ATM card was going to be sent out. 30 days later, no ATM card, so I cannot access my funds. The bank then disabled my online banking. After 2 hours on the phone, they were able to locate the bank accounts and re-enable the account. I withdrew my funds (since I had no way of accessing them) and requested for the bank to close my account. Two months later I received a notification that the bank filed a degrogotary mark on my chexsystems and said I owed them 20.00. I called and emailed the bank, no response other than send in the 20.00 dollars and we will satisify the debt. I closed the account with a zero balance, there was not debt when I closed the account. They refuse to remove the chexsystems remark as well.
Anyone know what I can do here? I've already disputed the chexsystems derogotary notice, but I tried to open an account with a local credit union, but I was declined due to chexsystems notice from this bank.
Thank you.

1. You file a dispute with Chex Systems.
2. You write a letter to the bank requesting that they remove the derogatory mark.
3. If neither works, write a letter to the authorities complaining about the bank and Chex (e.g., banking department, CFPB, Better Business Bureau, Consumer Affairs, etc).
Hi OP
First. Was there any type of reward associated with opening the account? I ask because when I opened a checking acct with Chase for a $225 bonus, it stated that if the account was closed within 6 months, the bonus had to be repaid.
Second. Check your paperwork to make sure that there was not something like an early termination fee in the fine print.
Finally, you have to ask yourself, is the time spent on this worth $20. Understandably, it is the principle, but I look at what my time is worth when I expend it on anything. So for example, let's treat this as a paid assignment at $20/hr. You have already expended more than $20 in time.
Of course, this is just my 2cents, but I would just pay the $20 to get that negative remark removed if disputing it once doesn't resolve the problem. JMO.

I too would suspect an early closing fee, the amount seems about right (rather than repaying a bonus). This article shows the range of fees

My only concern would be to ensure that paying is enough for them to remove the negative comment. (But again, if you pay and they don't, that's just $20)
But again, if principle really matters, try to find out if it is an early closing fee. If so, then you might feel better about paying!
I've disputed it with Chexsystems, waiting for a response. Attempted to contact the account contact many times, he refuses to respond to my emails or voicemails. Will be filing a CFPB complaint, as well as a complaint with the state banking regulators. There is no early cancellation fee, I called to close the account, withdrew my funds and then I received this notification 3 months later.
