@Windchill92  There is a CD that is called a no penalty CD which eliminates the early withdrawal penalty but the rate is still fixed. Below is a link that gives you an idea of the current rates.

For  some of the fixed income part of my IRA, I have some CDs bought through Fidelity.  One thing to note with brokerage CDs: some are callable, i.e. the lender can end the contract early, paying off the CD.   This has happened several times to me with one year JPMC CDs, which often pay 0.2% more than the nearest competitor.  Apparently in the past it was rare for 1 year CD to be called (just wait instead) but I guess they now find it cost efficient anyway.
