Anyway to get that utilization down before you apply? Navy's app system seems to zero in on DTI as one of the main approval factors.
With lower utilization, you have a greater chance of an approval and higher SL.

Congrats on becoming a member. Not too much info on the roomate entrance route. I hope you can remain a full member. Apply for a cc with knowledge it will be a hp. You dont know til you try.

Wait a few months, decrease the credit utilization to increase your approval odds

On the other hand, a secured card will be no pull & guaranteed success. Recently did one in branch with a friend. I think this is better than just waiting -- starts the internal scoring gears.
