Good credit unions for DoD civilians?

I'm working for the DoD for the summer and I want to join at least some of the credit unions that are restricted to DoD/gov employees so I can potentially use them later.

I have Navy Federal and Service Federal Credit Union (I'll park $500 there for high interest). Considering signing up for Penfed too. Anything else good to sign up for I'm missing?

USAA from what I heard has very competitive insurance packages, this is also to go with their other products. I would consider joining them as long as the membership criteria is met

Unfortunately I don't think DoD civilians qualify - only active duty + family do?
