NASA use ChexSystem?

My friend has 2 baddies on ChexSystems that are falling off this year but he needs auto loan sooner then that happens...

DCU and Burbank City both declined membership for the Chexsystem, Does Nasa check it? I forget.

Any other options.... he does have Navy so that's looking like the best for right now but Nasa would be awesome because his EX is way higher than the rest for some reason!

Know anyone personal here that was part of the Nasa app o'rama, and is definite with a dirty chex? I want to say they do use it.
