Navcheck cli hp?

Not sure if question has been answered on this thread or not, but since I haven't found it I'll ask. Applying for navcheck or loc cli is it a hard pull or soft? Trying to see if it works the same way as their credit card cli.

A request for a CLI that is initiated by a consumer qualifies for a hard inquiry.

Whether or not it is hard or soft is up to the creditor.
