I tried joining this way by donating to the San Diego Navy League and sending a paper application to Navy Federal on May 10. On May 11 NFCU emailed to say they couldn't verify my invoice from the San Diego Navy League, and that they needed a credit card statement showing I really did pay them.
I provided my credit card statement on May 13 and again on May 17.
No word on whether my membership is approved or not yet. I will say their membership department doesn't seem to be on the ball. Altough it's probably a good sign that they wanted to verify my invoice, instead of just telling me outright I wasn't eligible.
Yeah I called the navy league before I did anything and they said they were like 3 weeks behind processing the membership apps. So if NFCU called them, they havent process your app yet Im sure. But I didnt even need that. I just sent over the confirmation email that navy league sent me showing I was paid and joined the SD chapter.
I deleted my info obviously, but this is what the confirmation email looked like. Its what I sent in along with my app.

Just gave it a shot. Didn't apply for any products -- just checking to see if I can join. As stated above the real test isn't joining but whether or not those who use this method can pass the eligiblity audit if encountered.

Be careful relying on that. Look at former threads (not just here but on other sites as well) on those have been shut down despite being told by a Navy rep that they were eligible. Do you have data points for those that have made it through an eligiblity audit after joining with this method?
I dont see the concern about eligibility. This is their rule. You are becoming a member of the group you need to be a part of, and they allow this. I really dont see an issue. Now if you said that some guy was your brother or you said you lived with someone you didnt, I would understand,
Whoops while joining the navy league, i only put san diego for the counsil, not san diego counsil is that going to be a problem? i just called in to try and join (trying to avoid the paper app at all costs) and their systems are down, said to call back in 1-2 hours.
Ah okay, should I call them before I fill out the app for NFCU? and have them resend a confirmation email? They just put this

and how do I fill out the app? idk where to put this under membership eligibility?
I just hand wrote the navy league info next to the box where you specify membership eligibility. I also wrote on there "See attached email invoice from Navy League - San Diego Council".
Im sure you will be fine. This isnt the first time this has been done. NFCU is fully aware of this, and knows how to handle this process.
This method worked for me. I just got my welcome email.
I hope all the naysayers are wrong about the security review concerns! I wasn't questioned about this at all. Submitted my app as advised by the OP and was approved.
It worked. My membership was approved tonight.
I spoke with several supervisors in the verification and membership departments while this process was ongoing because I'm impatient and the paperapp takes forever. NFCU knows about this way to become a member, it's not underhanded. It's not a secret. You won't get shut down.
Now, I have to sign up for PenFed too because Navy League members are eligible there as well.
