Do you want to re-establish your relationship with NFCU?
If yes, then it would require you make them whole on the loss incurred.
If no, here is another institution that have SSL which you can pay in advance to 8.9% utilization without shortening loan term:
SSFCU - geofence.
It was only for $1000, and I was told that I could not pay them back or make them "whole." If someone was a multimillionaire and had me on a loan with them, it was be denied. I already went to the branch AND spoke to a rep on the phone. I was told that I could have a savings and checking with them, but never anything else again.
Just checked SSFCU and seems they only allow residence of TX, Utah, and one other state to become a member. Guess I'm SOL.

How long ago was it that you went in branch and tried on the phone?
Was it with the right CSR in the Bankruptcy or Specialized Collections department?

PenFed does not have a SSL. However, they do allow you to pay in advance without shortening the loan term.
Two and a half so years ago. I called the BK department, and they were rude and acted like I asked something crazy when I inquired about making them whole again on an several year old bankruptcy. Next I talked to a rep at the bank. Brought my mother with me who has a mortgage, car, and has been with them for almost 30 years with me to cosign for a car loan thinking that would help. I also had decent credit. I was told by the rep that paying back the money or every getting credit again was not an option. They would approve my other for the loan by herself, but not with me on it. Basically said it has long since been charged off, and it was too late.

That is unfortunate.
I'm not sure if trying again will yield you different results? Maybe you might get a different rep or policy may have changed?
