That is Amex offering you their Optima Oasis card. It is a genuine offer from Amex. If you pay the entire balance you owe them ( Not settlement less than full amount ) they will give you Optima card. Normally CL on your new Optima care will be about 1/2 or 1/4 of the amount you pay them back for your old account. If you are serious about getting back into Amex this is the best offer. I would take it.

Basically I’m trying to save money by NOT paying them in full and settle for less and use the money to settle for less with other cards too, but if this is like a “ guaranteed” deal I would love to pay off in full and have an Amex card again but is it’s a trap I’m not trying to fall for it, like I pay it in full and they deny my application , got it ?
I can not vouch for Amex. I am telling you from my personal experience, I know Amex Optima is a way back into Amex family. You have to pay the full balance you defaulted ( Settelement does not qualify for the Optima ). You don't have to take their offer for 3 installments. You can ask and take as much as 12/24/36 months to pay off the balance. They will setup installment plan for you to suit your budget. There is no interest or additonal fees. Once the entire amount is paid off they will send you an application for Optima. It is almost guaranteed approval as they mention in the email and you do not need to satisfy Amex Credit requirements. Once you keep the Optima in good status for 12 months you'll be eligible to apply for other Amex Cards. You need to make your own decision.
