Yes, it does matter if you're trying to squeeze out every available point.
If not credit seeking, no it does not matter.
Recommended is individual 29% or under, aggregate 9% or under.

I transfered the last $4K of my CC debt to a 0% APR Balance Transfer card. Puts my total UTI at 8% but it will be 58% of that particular card. Think it will still help my score?

I think it will help your pocket book. Finances over FICO as the saying goes. That is more important, I think. Your scores will recover as utilization is reduced.
