I was able to get EOS CCA to delete from all 3 CRA's with a BBB complaint. This was added recently and got abig hit on my scores. This is for a ATT Wireless from 2009 for $677. The company send following response to BBB:
"Our client, US Asset Management, placed the above referenced account with our office on xxxx. The account has since been closed, and as such, our office will not contact xxxxx any further. We have notified the credit bureaus to delete the above referenced account from their records.
If you have any questions or concerns, please contact my office at xxxxx, extension xxx. "
What are the chances of this being sold to another CA and coming back on my CR? Are there any steps that could be taken to prevent it?

If it's legitimately not your debt, much less likely than if it is. If it was deleted based on inability to verify but is legitamately your debt, there's a decent chance another, bottom feeding, CA will take on the challenge.

Resolution of BBB complaints establishes no special provisions upon a party requesting reinsertion of delteted information. BBB complaints are not backed by any provisions of the FCRA, which designates the FTC as the venue for formal complaints.
The special provisions that require providing pre-certification before deleted information can be reinserted are only triggered if the deletion came about as the result of their failure to verify in one of the two FCRA dispute processes (i.e., direct dipute, or dispute via the CRA).
Not to say they will attempt to report after deletion, but if they or any other debt collector choses to do so, the fact of the prior BBB complaint wont place any statutory restrictions on that reporting. The CRA will simply process as any normal reporting, with no requirement for pre-certification of its accuracy.
There's also not a ton of CAs who subscribe or even care about BBB. It's more than likely a simple ROI calculation of "Is this worth the hassle?" at that given moment.

If it was your debt and was not satisfied, there's always a chance of it coming back, usually with another CA.
Thanks for all the advice. The debt was with another CA that deleted with a simple DV. I did not sent an insufficient validation follow up at the time which may have something to do with the acct. being sold to EOS CCA and coming back on my report. I am specifically wondering if it would be practical for me to negotioate with EOS CCA or paying them not to sell it to another CA with some sort of a contract. And how would one do so without acknowledging ownership of the debt and reseting SOL. I am weary of this going to another CA that may be more difficult to deal with.

There could be a positive end to this.
I had a legit debt deleted by EOS-CCA last year. It was showing on my report.
I got a dunning 7 months later from a new CA, and I paid it immediately. No reporting, and so long debt.

I emailed EOS-CCA last year and they deleted my ATT bill from my CR and shortly after another agency called me and stated their collecting on the behalf of ATT. This was after BK so they can and will sell/assign the debt to others.
