I had a capital one credit card charged off years ago and paid a settlement with the collection agency Radius Global in december 2019. As of today the original balance is still being reported on experian, with a past due amount of $612 (updated Nov 02, 2019). I have the original confirmation letter from Radius Global stating it is paid, shouldn’t it report as a zero balance by now? Is this a situation where I can send experian the letter as proof of payment? Can I use this false reporting as leverage for a complete delete of the collection from my credit report? How can I get this reporting as $0/zero Balance without resetting the 7 year drop off date or verifying the debt?

You already paid. So theres no resetting anything. You can dispute it via mail with a copy of the payment to the CRA's that it needs to go to. They'll contact Cap1 and it should be fixed. Yes it should show a $0 balance. If that doesnt work then its CFPB time.
