Ok so, I have read some interesting comments/post about Continental Finance as a whole. I've seen that they charge AF and monthly maintenance fee. I've also see APR at 29.9% Well I just got approved yesterday with a $750 CL $99 AF but no monthly maintenance fee and a 26.9% APR. I agree that the APR and AF is a bit high but as a rebuilder I was expecting to start out at $300 CL. I'm not sure how to feel about it. What are your thoughts?
Look into open sky secured, capital one secured, academy bank secured visa card and self secure visa card. Most of these do not charge an annual fee or a monthly maintenance fee. Look into these cards, they might work better for you. Just my two cents.
I have a self credit card $675 CL and credit one $300 CL and just got a Shell gas card for $400. I'm looking for a 2 more cards. Since I already have unsecured credit I want to try not to got the secured route again. If all else tells I will definitely take a look.
Sometimes secured is better than an unsecured predatory lender. The discover secured is an example. Exactly the same as the regular card and can unsecure in as little as 7 months.

APR doesn't really matter to me because I'm paying in full every month for any card that charges me interest. Unless of course we're talking 0% APR for so many months..
The annual fee is high at $99 but at-least they aren't double dipping with maintenance fees. You mention having Credit One who usually charges AFs and maintenance fees, what are you paying Credit One for that card?
You can try Capital One's preapproval to see if you have any offers. Just keep in mind it's a triple pull if you follow through with an application. If you don't see any offers do not submit an app because you'll more then likely be denied and still eat all 3 hard pulls.
Honestly you really only need 3 CCs and a loan reporting to have the best scores for your credit profile minus any derogs. If no loans are reporting for you at all either opened/closed, you may want to consider looking into getting an SSL to gain more points.

@Anonymous give it six months of good payments and low reported usage and try the prequal again. Disco would be excellent to get for your rebuild and beyond.

I pay the annual fee only for Credit One. Capital One denied me due to a verification issue. My Equifax had a fraud alert and a freeze on it. I plan to try them again soon since I've had the freeze lifted and the FA removed.
Ok from what I understand you have a self cc, a credit one cc, a shell cc and a continental finance cc. Let these 4 cc's age, keep your monthly overall utilization between 3-7% within 6-12 months of doing this companies will contact you and offer higher limit unsecured credit cards. Also try to get a savings secured loan (24-48 month term )from a local credit union . Only add a SSL if you DO NOT currently have an open auto loan reporting, open student loan reporting or open home loan reporting. One last thing, make sure you optin at optoutprescreen.com, this way you will get the preapproved offers via mail as you cards age and your profile improves. Hope this helps.
