Dispute

I'm disputing a CO for a medical bill on my EQ report and at first it says"Consumer disputes, reinvestigation in process" and now it says "Consumer disputes this account information. Collection account"

Does that mean its still in dispute?

Re: Dispute

Yes.

Apparently, the OC has now referred the debt to a debt collector, who has additionally reported a collection to the CRA.

That has no bearing to your dispute.  Your dispute related to the accuracy of information previously reported by the OC, and subsequent entry of a debt collector into the mix is unrelated to the accuracy of the prior reporting done by the OC.

They are two totally different matters, reported under different filed codes.  The "consumer disputes, reinvestigation in progress" code is reported under the field "FCRA Compliance Condition," and the collection is reported by the debt collector.  Apples and oranges.

Response to your dispute is still required to be communicated to you within 5-days after the conclusion of their 30-day investigation period.
