Getting Medical Collections Deleted

I have a total of four medical collections that I have paid one company did a deletion and EQ and TU removed them howevr EX refuses to do so and wont let me dispute it again. Should I send a HIPPA letter to the OC or should I send a pay for deletion to the OC and the CA or both I'm at my wits end trying to get these items removed from CR. I will listen to any suggestions.
