Heres a quick summary of my situation.
I had an auto loan with capitol one, I paid what I belived to be my last payment of $340.00 for my auto loan. This was not the case there was (1) final payment reamining for $340.00 to satisfy the loan. This went unpaid for many months and finally charged off. I tried to call capitol one to only get representives who seemed so far removed from being able to hep in any way. Im now in process of trying to repair my credit due to this issue. I have (3) credit cards that ive had for many years that have zero late payments. How should I go about trying to get them to remvoe the charge off?
Is emailing the CEO still a thing?
Where should i send a certified letter?

First, I'm sorry you're going through this. I can only imagine how frustrating that would be to have a last payment be missed and knock what was once a positive trade line into a negative tradeline status.
Second, yes and no to your question about emailing the CEO. I say no to emailing but yes to writing a formal letter. Now, will The CEO Richard Fairbank get your letter? Probably not. It will more than likely be intercepted by one of his staffers. However, that's not always a bad thing. I actually did this a few years back when I had first started rebuilding my credit. I applied and it kept running me through all these fraud and security checks - despite the fact that I was already a Capital One customer with their Platinum card and past the security checks and fraud checks. Long story short they ended up denying me saying they couldn't verify my identity. So I wrote a letter to Richard Fairbank. I explained that I was a Capital One customer already and that the "pick any reason to deny" form letter I received was unacceptable in explaining why they denied me. I also stated that my state's law regarding making credit available to creditworthy customers, which I was a credit-worthy customer, was very specific regarding the liabilities of companies who deny people just to deny. Kid you not, 8 days later, on a Saturday morning, I woke up and just happen to be checking my email and there was an email stating "Congratulations! You're Capital One Quicksilver Card application has been approved". Mind you I had already received a denial from them just like 2 days before I wrote my letter.
You can also look up with a simple Google search who the executive people are who are in charge of things like customer service and send them a letter.
I hate to say it but in your case you're going to have to play suck up a little bit in your letter. You could start off with something like this:
Dear Mr. Fairbank,
"My name is ______ and I have been a loyal Capital One cardholder for __ years and a long time shareholder.
As a shareholder, I was pleased to hear that Capital one's revenue was up by 17% year-over-year. I know net charge offs increased but with the instability of the economy at present time I expected that charge offs would rise. Nonetheless, I stand strong with my Capital One investments.
(Now explain your issue to whoever you're writing at this part here).."
The information that I included about the company's revenue increasing and net charge off's it's 100% accurate and information I cherry picked from there earnings call like five or six days ago. Remember you're sucking up here but more so you're showing your loyalty to the company. After all that just explain what is going on and let them know how serious you take your credit.

Sorry this happened . You should always make sure your account is closed with a zero balance and I would have wondered why I didn't get the title which is usually mailed within 30 days from DMV.
How many months did go on? Have you paid the charge off?
There no harm in writing goodwill letters but I think you chances are slim. Personally I would just write a heartfelt letter explained what happened and ask for their consideration in this matter . I wouldn't go on and on about their company etc.,

This ^^^^^^^^^^^^^ I say basically. Come on the last payment causes a CO from an oversight on my end? But still agree with @Jnbmom . Never assume. We all know what that means when it comes to credit.
