So I'm biting the bullet and preparing to send a few settlement letters to collection agencies that have been holding me back from buying a home. I was already pre-approved but my score wasn't pushing in the positive direction so the lender dropped me. It was a terrible set back, but now I need to get things done the correct way before applying again.
There are 3 main collections:
-$6550 repo OC and CA reporting from /2012
-$2500 a past due amount from my graduate university from-OC reporting but received some correspondence in the past from CA/ 2012
-$3100 breaking a lease CA reporting /2011
I live in WA State and I’m still within the SOL.
So I really want to see if I can offer 20% to settle in full. I’m just not sure what to do about the CA and OC reporting? Do I send everyone a letter or only CA? Any other tips in regards in preparing my settlement letters will help.

Any notation of "settled" is scored the same as a charge off so try and avoid that if at all possible.
See if the collection agency will agree to settling but have them report as 0 with no comment as settle for less than the amount. This will look better to a lender.
Settling clears the debt, but does not clear the derogs that have been reported.
Are you familiar with the pay for delete (PFD) process?
I have a question along this same line. I got a pay-for-delete letter from two CA. They have stated they will also be sending them to all three bureaus (they sent me a copy of the one they are sending out. Do I trust this or send a copy of the one they sent me with a letter asking for a deletion based on the letter from the CA?

I was told by various lenders that I just need to get the collections amount to report to 0. There shouldn't be a balance reporting. I'm not worried about the scoring since my credit scores aren't great but can get through a pre-approval. I have't had much success with PFD but I would like some direction.
A settlement offer can include both terms of payment and credit reporting. It's a contract offer that can include any stipulations proivded they do not violate any provision of law.
You can offer to pay the full amount or pay less as full discharge of the debt.
You can also offer to settle under the additional condition that no reporting be made of the fact that they accepted less than the full amount of the debt.
Finally, you can offer to pay under the condition that they either delete existing reporting or agree not to report if they have not yet reported.
PFD or pay for not reporting offers can go to only one party. If both the OC and a debt collector have reported, you select who to send the offer to.
Since most consuners consider a collection to be more serious than reporting made by an OC, such as a charge-off or 90+ late, they will send the PFD offer to the debt collector.
In accepting in PFD, the party can only agree to deletion of their own reporting. A debt collector cannot, for example, also commit to deletion of any reporting made by the OC. You would, if the debt collector agrees to deletion, have to separately request the OC to delete by sending them a GW request.
If update to showing of $0 balance is your primary concern, such as update is required by statute regardless of the amount of the settlement, as long as it is clear that your payment is full satisfaction of the debt. The OC and any debt collector MUST, under FCRA 623(a)(2), promptly udpate the balance to $0
Settled for less is an additional, optinal reporting.
