Locking reports

Does anyone know if locking your reports prevents new credit as well as collections from appearing on your report?  I know that if you already have a creditor or CA on your CR that they will have access, but I wasn't sure about new creditors and CAs.

No new creditors can pull your reports without you unlocking your them, new collections can appear however.
