Medical Collection Not Ours

My husband is the 3rd, and his dad is JR. We have two medical collection accounts that are reporting (from when he was still a minor) on his report. They have been paid, but and were removed but now they're back (still paid). How do we get this off? They are dragging down his score by 160+ points and THEY'RE NOT EVEN HIS!!

how were the collections removed before?    Is this happening on all 3 CRA's?

These 2 paid collections are with a CA , right?

I think in order for the HIPAA process to work, the OC is the one to pay.

I dont think it works if the CA was paid...I dont know for sure.
