Midland Funding LIED!!!!!!!!!!

I have a debt with midland funding. In April they wrote me a letter stating if I settled my debt, they will consider it paid in full. I couldn't pay at the time, but I can now. The problem is, now they say they will report it as"settled less than full balance", what my next step ?

They are permitted to change their prior position.  You are in negotiations.

You can counter offer to pay in exchange for either deletion of their collection or agreement not to report settled for less.

Don't pay it.  Continue to negotiate.  It's December and nearing the end of the year.  See where that gets you.  Keep calling until you find someone to work with you.  Get it in writing and be prepared to pay immediately.
