OK THANKS ALREADY DV BOTH ALREADY TWICE---I HAD NO RESPONSE FROM EITHER. I KNOW IT IS MY DEBT I JUST WANT TO PAY ON IT AND SETTLE THE ACCOUNTS. I JUST NEED TO KNOW WHY THE OWNER OF THE ACCOUNT WILL NOT SETTLE WITH ME OR TAKE A PAYMENT? THEY TOLD ME IT WAS ASSIGN TO SOMEONE ELSE TO ARRANGE PAYMENTS BUT IF I CANT REACH NO ONE AT THAT COMPANY WHY THE OWNER OF THE DEBT WHO IS THE ONLY ONE REPORTING ON MY CR WILL NOT MAKE ARRANGEMENTS TO COLLECT THE MONEY. CAN THE OWNER OF THE DEBT REFUSE PAYMENTS IF THEY ASSIGN THE CASE TO SOMEONE ELSE TO HANDLE THE ACCOUNT?
I AM CLOSING IN THE BEGINNING OF DECEMBER I JUST HAVE TO PAY THIS ACCOUNT

Yes, if the owner of the debt assigned the debt to another CA, the owner can refuse. In fact, they may be contractually bound by agreement with the CA to refuse payment. Take my Verizon Wireless CO that took forever to go away. I called VZW over and over and 100% of the time they said that they can't deal with me and that I have to contact the CA. I found a way around that by claiming that I sent a DV to the CA (I had) and under federal law (FDCPA), the CA isn't allowed to communicate with me until they verify the debt. I told VZW that I wanted to take care of this now and PIF and that the CA can't talk to me and that comment alone reversed their decision. Now it took about a year to get them to cave into a PFD.
It could alse be that the CA is refusing to settle based on the amount. You may have to up the amount offered.
Some CA's have a two party system....one part owns, the other collects. Midland operates this way much of the time. Midland Funding LLC owns the debt, and Midland Collection Management collects the debt.
Sometimes it also has to do with protocol. The collection department can only collect, not settle. Some CA's will tell you they "don't do PFD" or other settlements other than to pay. But in reality, this only represents the rep or department you spoke with. The CA can and does do PFD or settlements, but there is not incentive for the collection division because they have to send it to "other" or "higher" authority to complete which means they don't get credit, so they have no interest in helping you do it.
