Negotiating Medical Bill

I know that we need to use the HIPAA letters when DVing valid, but unpaid medical bills.  However, what if you want to offer an amount less than what's on CR.  How do you do this with these letters?
 
I'm thinking that I should DV 1st with HIPAA letters to get the correct balance & proof that debt really is mine. I had medical insurance for quite some time so I can't understand why I have these on my account any way.  Probably what the insur co didn't pay.  Any way, what's the best route to go?

Google 'whychat hipaa letter' to see how he says to handle medical collections. It is a very long and tedious read about it. If you read it enough, it starts to somewhat make sense. Many have had sucess in it working.

I understand the process on Whychat (I'm in insurance).  However, none of the information I read dealt with negotiating or PFD with medical collections.
 
I need to know if this is possible, and if so, what letters to use to do so.

Send his letter and insert A to the OC. Follow the restrictions for the payment used.

If your having trouble arranging something with the CA you can try the provider.  The only problem is when a provider sends you to collections they have really washed their hands of you.  Having said that though they want their money.  If you call and make an offer some providers will work out terms with CA for you.  When I worked in healthcare if a patient called me and was very kind I did my best to try help them regardless if they were in collections or not. I knew the provider would want his money and the patient was making an effort.  However, if I did my part and the patient didn't do thiers I didn't help them in the future.  So, if you go this way whatever you work out make sure your happy with it.

I've had two medical collections that were deleted as a result of sending the HIPAA letter Insert A So it does work. In a way it is sort of like a PFD as you pay the full amount and the OC must delete the TL
