PGE debt -> Revco Solutions

I actually had a PGE bill due in August 2021 ($550) - on which I went into a payment arrangement with them dated August 11th 2021 as I qualified under the Covid-19 relief program.
 
However, as I shut off my service on August 13th (the day I moved out to stay with a friend since my financial situation was not so great at the time) - the payment arrangement was automatically ended. I was not made aware that this payment arrangement would automatically end if I shut off service by the person who helped set up the payment arrangement over the  phone.
 
Since this rental/ utility debt accrued before 30th September 2021 (in California the Covid relief was till 30th September 2021) and I was personally affected by Covid-19 situation. I had applied for unemployment in June of 2020 due to Covid. I believe that I don't think they can report this to the credit bureaus. Any rental/ utility debt accrued during the Covid relief period can't be reported to the credit bureaus as per my knowledge.
 
The outstanding balance is around $403. What's the best way I can get it removed from my CRs? I just got some new credit cards with Amex and I don't want them getting cut/ reduced because of this, since this is technically not a legally reported debt.

If the Covid relief in California expired at the end of September 2021 that means any debt over due past that date is reported.  Not reporting due to covid isn't forever in or outside of California.  Most covid relief also required that you be current BEFORE applying for the relief from credit reporting.  If you were already behind with that $550 bill then it didn't qualify.  

 

Since we are now almost half way through 2022 the best way to get it off is pay for delete.  I believe it is a legally reportable debt as those protections expired last year even in California.
