Looks like they are not willing to PFD, it is against their policy supposedly........ what should I do next?

I'm not familiar with them, but I'd try again, or offer a higher amount.
I called PRA and settled an $800 dollar account for around $250. They deleted the account. I can't remember if they deleted after I paid or if I submitted a dispute for inaccurate balance and they never responded.

Yeah that is what I'll probably have to do, pay first then dispute/gw

Who did you talk to? Maybe it's a certain person that allows the TL to be deleted (PFD)?
I got an update, they told me to mail them the pfd to the office of general counsel...... i'm trying to find the email for that department, does anybody know it?
UPDATE: I mailed PFD to their general counsel, on 07/18/2013. I will update this thread once I recieve a response.
In the meantime I found out the debt has passed it's SOL in California (4 years), should I use this to my advantage somehow? They can still report it but I would like to just get it removed entirely from my CR.
