Im in the beginning phases of rebuilding all 2018. I recieved a letter from AMEX saying they want to settle for 50% of my outstanding balance with them. My question is: How would accepting the settlement affect my chances of reopening an account with them in the future? I'm definitely more inclined to pay the full outstanding vs accepting the offer since it is my debt.

You have a better chance of getting back with Amex later by at least paying some of the debt, but you're right - PIF would get you back in their good graces sooner in the future. From reading on the forum, Amex is a lender with a very long internal memory. You'll have a much better chance of getting back in with them by paying the full amount to hopefully avoid the "previously unsatisfactory relationship" mark on your internal file.
