NY State FCRA is somewhat different for PAID charge offs and collections which have a five year reporting window. That means if you have paid the charge off or collection, you may be able to see it drop off of CRA's five years after DOFD. In my personal experience, you may have to dispute it off with an "obsolete by NY State FCRA" notation (the evil Texas Empire doesn't seem to recognize other state laws until bashed about the head with statute).
Tax liens are not an area I know much about, but do not fall into the category of collection or charge off. If I am off base, one of the experts will chime in.

Paid collections must be deleted if you live in NY 5 years from DOFD.
Tax liens can be deleted by the lien holder if paid and IF they will do it.
