Clarification Needed for HIPPA Step 3 - Scenario 1

Hi all -

Background

1.  Followed steps 1, 2, 3 Scenario #1

2.  I have received verifcation from CA and CRA after sending Medical DV letter to the CA and CRA's

CRA said account is valid

3.  Sent HIPPA letter to the OC - with cashiers check inserted for full amount of bill

4.  Received green card back two weeks ago.

I am now trying to get the account expunged from my credit report.  it is only showing up on Experian.  My only bad ding on my credit report.

Question

In Step #3 Scenario 1, I would like to send the follow-up dispute letter to the CRA.  In the letter, the instructions state: 

Send a copy of the follow up letter to the OC (legal dept) with the cover letter,(follows letter to CRA) 

What is the *cover letter* that is mentioned here that I should include with the copy of the HIPPA letter to the OC?  In Step 3 Option 1, there are only two letters (links) listed.

The cover letter is the HIPAA letter with the OC. Before you send the follow-up dispute to the CRA along with a copy of the HIPAA letter and green card, be sure the check has been cashed. If its not cashed you'll have to wait because you have no proof the payment was made. I'll edit my thread, it needs clarification, thank you.
