Meds and Other Baddies

I just read in one of the posts where someone was told that if they are not attempting to fix other baddies, they could use the HIPAA process.  I don't understand.  You can't use the HIPAA process and attempt to correct other non-medical issues at the same time?

There's no hard rule about fixing medical and non-medical baddies at the same time. Its just a lot easier to not do both at the same time. Its a sanity issue more than anything else.
